It was developed in Europe and North America and has been subject to much criticism and subsequently replaced by new more efficient models such as strategic planning.

However, in Third World countries generally, and in Iran in particular, it has remained the hegemonic discourse in urban development.

This article assesses comprehensive urban planning in Iranian cities from both theoretical and practical viewpoints.

The study concludes that the Comprehensive Planning paradigm has failed to resolve urban development dilemmas in Iranian cities and emphasizes the need for strategic planning.

T his new concept of urban planning was developed by Geddes and Abercrombie and conceived mainly as a way to predict and shape future land use and development patterns.

T hus, the service and utilities infrastructure needs of new developments could be coordinated and constructed more effectively.

T he philosophy underpinning this British Act suited a type of urban planning that came to be known as Comprehensive Planning (Athari, 1997; Hiraskar, 1998).

T his model was stable until about 1960 but came in for criticism from several different perspectives in the course of the following decade.

Its inability to engage effectively with some of the more persistent problems of urban develop- ment in W estern Europe and North America led to the evolution and appli- cation of other approaches and models, such as the systematic approach and then the strategic planning model, which found supporters throughout the W est.

T oday, it is the norm for general planning schemes to be prepared in order to guide urban development in the majority of cities in the world.

Schemes based on master (comprehensive) planning were criticized for their adherence to a rigid blueprint of development, which excluded other develop- ment stakeholders from participation in the planning process.

Over the last decade in response to this criticism, some cities have preferred schemes based on the principles of strategic planning, an approach providing a dynamic frame- work that allows input into development decisions by all of a citys interested parties (Halla, 2002).

However, in many T hird W orld countries and especially in Iran, Comprehen- sive Planning has remained the dominant paradigm for preparing urban development plans (Ministry of Housing and Urban Development, 2006).
